Desktop apps can have dynamic tiles:

Dynamic app tiles are shown in the app center.
They summarize information pertaining to an app without having to open the app to take a look.
Like Weather, Watch, Mail notification and other live content

They are not dynamic apps they are apps with dynamic tiles in the app center.

Desktop and Web. mobile has no app center. You build individual discrete mobile apps.
