Is there a way to create multilingual applications so that the language version can be changed dynamically? Like normal web pages?

The ideal would be to get the individual texts dynamically (while the application is running) from a database or some configuration file...

I mean the texts displayed for each component of the application(apps, pages, page components, ...).

Alternatively, to select the language version as set by the web browser.
