Can you explain what it is you want to achieve?

If you check the "Readonly" section attribute it is readonly fo everyone.

Otherwise you use roles and permissions.

    Hi Barry,

I am trying to create a page with three standard form sections that only allow the user to view the data on the form section without adding any new data or making any updates on current data on the standard form section.

Use roles and permissions. Or alternatively hide the Actionbar.
