If you are setting the default value in the column attributes of a form, make sure that "Inherit dictionary rules" is False.

The Default (form attribute or data dictionary field attribute) will operate on a newly added record and that does set the date to today and the date picker to start from today.

you can have a "Default" value in the table/column attributes or a "Default" value in the grid/column attributes.
